  It is not possible to install plugins on WordPress.com for security reasons. Plugins can only be installed on self-hosted WordPress blogs. This support article explains the distinction:

  WordPress.com vs. WordPress.org

  Having said that, many features of popular plugins are built into WordPress.com. What are you trying to achieve with this plugin?
