  I want to publish a website where various users can file there salary income ax returns by uploading there form 16 or salary slip and paying the required fees.

  You will need to hire a web host and set up a WordPress.ORG install for that kind of site. See: Moving to Self-Hosted WordPress http://move.wordpress.com
