  I’ve spent over 12 hours trying to upload a importer plug-in for wordpress with no help and now i’m asking
  how do i set this up

  The blog I need help with is: (visible only to logged in users)

  I don’t think you can upload plugins into WordPress.com – are you trying to import into WordPress.com from somewhere, or are you trying to import into a self-hosted WordPress blog?

  Easy: search the Support documents when you hit a brick wall like that and have a question. Here’s what you would have found: http://en.support.wordpress.com/plugins/

  You cannot use plugins on a WordPress.com blog. You do not need plugins to import to a WordPress.com blog.
