PLEASE HELP can't find the plug ins spot on my dash board

  I just started and I am following a tutorial on youtube. My dash board looks different from the one the youtube is using. I’am not showing the plugins point on my dash board. I’ am trying to build a website am I in the right spot I do not want to start a BLOG. Can someone please help i’m begging.

  I’m guessing the tutorial you have been watching is for a self-hosted WordPress installation. This is different to a WordPress.com blog. At WordPress.com we don’t handle plugins ourselves as they are done for us centrally. If there is a specific plugin you want to use that is not available here you would need to consider switching to a self-hosted installation.
