  When we delete a blog there are 3 warnings given that deleting it is forever, the URL cannot be recycled and reused. In addition there is a verification link sent to in an email to complete the deletion process.

  We can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/

  Or we can purchase a domain name via a domain mapping upgrade as in that case it will not matter what the underlying .wordpress.com address is.
