  A business plan needs to be subscribed to let you do that.

  Hello there

  With a WordPress.com account, you are actually unable to upload your own custom theme, however you are able to Customize themes available from WordPress.com with a business plan, as @irahulverma stated.   If you are interested in upload your own custom theme, you will need to switch to WordPress.org . Here is a link to explain this further https://codex.wordpress.org/Using_Themes
