Please help me to authenticate with an iPhone 5s vs my old iPhone 4s?

I cannot login to settings, because I have upgraded phones and don’t have authenticator synced with my MacBook. How do I get around this?

I tried account recovery and that did not change the fact that I cannot successfully follow the steps since I do not have my old 4s. Also it will not allow me to “disable” two- step when I go to settings and click on security. I have poured through the help areas and cannot find a solution.
