  We cannot use JavaScript on any WordPress.COM hosted blogs. The software strips the code out to preserve security.

  You can install a free third party stats tracker like sitemeter or stat counter if you like. You have to use the Non-JavaScript code and place it in a text widget. http://en.support.wordpress.com/widgets/text-widget/
  However, it’s not possible for Staff to give you that information
  http://en.support.wordpress.com/ip-addresses/ and they will not block IP addresses.
