PLEASE HELP!!!!!!! SITE IS UNINSTALLED

  I got this message on my website:
  Warning: mysqli_set_charset(): Error executing query in /server/wp-includes/wp-db.php on line 823 Warning: Cannot modify header information – headers already sent by (output started at /server/wp-includes/wp-db.php:823) in /server/wp-includes/pluggable.php on line 1179

  Then I went in on this php files on my server, and I deleted these rows!!!!!! Can’t undo and now the whole site is ‘uninstalled’. What to do?
