The account you’re using to post here is less than an hour old, doesn’t have any sites, and have never bought anything from us.
What upgrade, on what site, are you trying to refund? You must be logged in as the account that owns the upgrade in order to request a refund.

The domain, zilkhoskwordpress.com, has never been registered or hosted on WordPress.com.
If you means https://zilkhosk.wordpress.com/, that site did exist on WordPress.com. That site and the account that owned it were recently deleted, but that account had never bought any upgrades, and that site was on our free plan.
The receipt ID you provided matches an upgrade for a completely different site under a different account. You will need to log in as that account to cancel and refund any upgrades under that account.
