  You can consider re-applying, just go through the FAQ’s here and re-apply https://wordads.co/faq/
  Also to update if you use WordPress.com Premium or Business Plan
  You are auto approoved for WordAds…!

  Live chat support is only available with a plan upgrade, it is not available to free user accounts. Accounts that do not have a plan upgrade are routed to these support forums for assistance. See here: wordpress.com/pricing/

  As pavanraheja mentions, you can reapply for WordAds through the FAQ link or upgrade your plan and simply turn on the ads.
