I removed the files from Media and then removed the site, but nothing caused the file to be removed from your cache.

It’s still there, but you have to do the right request headers. Eg, this curl command line doesn’t get it (404 response):
curl https://aofjustice.files.wordpress.com/2017/01/006-pre-sentencing-investigation.pdf --output file.pdfBut this one does:

Have you tried fetching that file in a private browsing window or in a different browser altogether, so there’s no chance you are viewing a cached version of your file?
FWIW the regular link returns a “404-File not found” error for me as well.

I’ve purged that file from all our servers around the world. Please clear your browser’s cache and you’ll see that it’s gone.
