Please replace PDF

Dear WordPress.com staff,
We need to get rid of this PDF:
Click to access positive-investment-cambridge-education-document.pdf
and replace it with this one:
Click to access positive-investment-cambridge-education-document.pdf
The reason is that the first URL is linked from external documents that have been sent to third parties. We need those links to keep working, but to instead reach the updated version of the PDF.
Apparently this functionality is available using (self-)hosted versions of WordPress, but not via WordPress.com, which is why we’re asking for your help. We saw you were kind enough to help out another WordPress.com user in the same predicament: https://en.forums.wordpress.com/topic/trying-to-replace-pdf :-)
We are a non-profit group using WordPress.com to host our website. We cannot afford another hosting platform.
If you can help us, we’ll try to remember to use workarounds in the future!

P.S. We respectfully encourage you to empower your users to replace their uploaded media, on the WordPress.com platform. if you read the thread you linked to carefully you will see that the original file was never replaced with an updated file of the same name
yes it is a common ask for feature but there are some limits to the way the software works here and there is not FTP access to your files – there were at least two ways given to deal with files
also I never use the same file name – I always change it for version control reasons (both for myself and anyone that downloads it)

One of the options suggested was Cloudup, which seems to be a proprietary Service as a Software Substitute. We’re trying to move away from that sort of world. We would also rather not have to create yet another account with yet another service provider.
The other option was your suggestion to send people a link to a post or page that in turn links to the relevant PDF file. Unfortunately, people may not realise they need to click a second link. I.e. they may think that the page or post is the document we’re trying to send them to. So that option doesn’t really fit the bill either.
So, we’re still stuck. We really just need WordPress.com to offer a way to replace media files, or at least for a member of WordPress.com staff to do it for us in this instance!

To keep the same file name you need to have the file not on WordPress.COM – DropBox I think also has that ability and I think they have a free starter level – or Cloud Up which is part of WordPress.COM’s family – probably others – maybe Google Doc’s
I have not had a problem with people not clicking on the link – I have sometimes put notes on when the last update was
I will flag this for the staff but I am sure they will tell you the same thing I have with maybe another outside service or three
