Please reset my blog

I had already started a post on this previously because I could find no other way to get help other than posting on the forum. The thread is here: https://wordpress.com/forums/topic/reset-blog/#post-3943312. I tried to just reply to it so I didn’t need to make another forum post, but the thread was closed.
I’d like my blog to be reset, default theme elements added back, and any custom content I uploaded can be wiped out. Is there not an option for the user to do that? If not, how can I get support in the future? Posting on the forum is the only method I could find.
Once I started trying to customize themes, it seemed to affect every other theme I tried to customize. Therefore, the themes I selected did not even look like it said they would look like. I could not manage to figure out how to redo changes I had made. I’ve always written code to design websites and am having a very hard time figuring out how to use WordPress.
Is there a guide that actually explains how to use WordPress?

If yes, do you have a theme in mind that we could import the content of, this could help you get the site you require faster.
It looks like you’ve been at this for quite some time – what are you looking to build? Maybe I can offer some advice.

The guide you referenced doesn’t help me. I don’t have any of those things. No media, pages, tags, etc. I have not gotten that far because I cannot even get a theme to show up correctly in order to customize the bones of it before I customize and add content. I’m just trying to get the theme to look the way it says it will look. As you can see in the images I’ve attached, when I apply the theme, which shows an about section and categories on the right, those things do not actually show up.
I have abandoned and come back to this for a while because I cannot figure out how to design a site here if the themes do not even provide the elements shown in order for me to start customizing them.
Edit: I can’t even figure out how to add screen shots to this post. Please see that I have selected the twenty sixteen theme currently. See here: https://starcanenet.wordpress.com that my actual site does not look like the theme, this will show you what I am talking about. There is nothing on the right side of the page, but the theme shows and about section, categories, etc.
I usually have no problem learning new programs and the like, but WordPress has been a huge question mark for me, I can’t even get started with it.

Many thanks for that additional information.
TwentySixteen is quite an old theme, and so to get it to look like the theme, you would need to follow the theme set up guide: https://wordpress.com/theme/twentysixteen/

May I offer some advice at this point, it sounds like a level of frustration has built up whilst trying to make the site, which I totally understand.
Rather than approach this in a way whereby you’re learning how WordPress works, what site are you looking to build? What plans do you have?
Sometimes it can be a lot easier to envisage an end goal, and work back from that. I’m confident I can help provide some really good hints and tips to get you set up and it may accelerate the learning process.
