  Salamandrine gave you the correct link. As you can tell now there is no way to change the background colour on a wordpress.com blog without purchasing a css customization upgrade and undertaking that work yourself. There is no staff support for learning css customization and that is why it’s not recommended to those who do not have experience with it.

  If you do have css editing experience and you are contemplating purchasing the upgrade then please post again and we will provide more information.
