If your blog is hosted here at wordpress.COM then you cannot modify the underlying wordpress or theme files. This is a multi-user platform and any change made to the wordpress or theme files will effect everyone since we all share the same files.

The CSS upgrade here at wordpress.COM is to allow you to modify the CSS, which simply allows you to stylize the themes here. It does not give you access to the underlying files. For that you would have to hire a webhost, get a domain name, install the wordpress software from wordpress.ORG, on the webhost.

Take a look at this sticky post at the top of the forum which explains the difference between wordpress.COM and wordpress.ORG: https://en.forums.wordpress.com/topic/please-read-me-first-before-posting?replies=1 .

We cannot add any code to the HTML files. Actually there are no HTML files. Everything is written in PHP script, which creates the HTML files on the fly as needed.

    thanks for your info

one more questions, i want to know after installing the wordpress software, is it going to affect my already designed layout on wordpress.com? will it overwrite my already there data?

You will not be installing the software here, so it will have no effect on your blog here.

To get your blog information here to show on your wordpress.ORG install at a web host, you will have to export it and then import it in the wordpress.ORG install on your web host.

To to the support tab and search for “export”.
