  Am I not permitted to use any plug-ins unless I upgrade and pay $25/month?!

  Hi,

  Sadly, you do need the Business Plan to install additional plugins from the ones which WordPress.com provides everyone with for free.

  You can view the built-in plugins here: https://en.support.wordpress.com/plugins/
