  my dashboard or on my menu there is not the option for plug ins, what could it be?

  While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:

  However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

  i was looking for a plug in to redirect my page to a different website, per say when people clicked on store i wanted them to be redirect to my cartel website, any idea how i can do this?

  You don’t need a plugin to do that.

  You just need to edit the custom menu where that “store” link is and set it to point to your cartel website. Here is the support document for custom menus (including a nice screencast video):
