When clicking on Plug Ins, I have zero option to add new plugins. What might I be doing wrong?

You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no FTP access https://en.support.wordpress.com/ftp-access/ to wordpress.com hosted blogs and there is no blogger installed plugin capability

As you are referring to a wordpress.ORG software install on paid hosting, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

It sounds like you are saying since I have only FREE .com instead of a PAID .org, I can’t add things like site viewer registrations and others items to my site. Is that true? If I can add plugins on my free site, how do I do that?
