  Do I need a Business plan to upload a purchased plugin?

  You’re correct. In order to upload third party themes, you would need to purchase the Business plan:

  You’re indeed correct, the WordPress.com Business allows you to install other plugins: https://en.support.wordpress.com/plugins/adding-plugins/
