plug in feature on dashboard missing – how do you use plug in's then?

There is no plug-in option in dashboard on my wordpress site. it is the basic site. I want to install a plug in to be able to put a podcast on. People keep talking about folders and such I can’t find wp-admin folder where is this? so confused. this is the plug in i want to install
