Plug In for Subscribers and Sign Up

I need a sign up plug, so I can collect emails of subscriber requests. Also, add a how to install a plug-in link.

You cannot install any plugins into any wordpress.COM hosted sites. You are confusing wordpress.com hosted sites with wordpress.org software installs on paid hosting. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service. See: Moving to self hosted wordpress https://move.wordpress.com
At present there is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

All that’s required to follow any blog hosted by wordpress.COM is exactly what you were required to provide to register here, and that is a valid email address that the published posts can be sent to.
Here subscribers control their own subscriptions and frequency of receipt of posts from sites they subscribe to. We cannot act on their behalf.

Widgets can be configured to appear only on certain pages (or be hidden on certain pages) by clicking on the Visibility button.

If what you are asking is for the personal identities of those who follow you then know that many of us refuse to provide our personal name and email addresses so we aren’t spammed. Instead, we use a pseudonym and a throw-away email address for blogging purposes. That way we do not get spammed with anything we do not want.
Be aware that is some countries like mine Canada it is illegal to use an email address for any purpose other than what it is submitted for. Your followers submit email addresses to receive your posts ONLY and not for any other purpose.Here at wordpress.COM subscribers control their own subscriptions and the frequency re: receiving our posts. We cannot subscribe on their behalf or adjust their subscription settings for them. They have to act.
