  Plugins aren’t allowed at WordPress.com. To use a plugin, you’ll have to use the self-hosted version of WordPress.

  I am not familiar with Mad Mimi, so I can’t advise further on the best way to proceed. I know, for example, MailChimp can provide a link that you can add to a WordPress.com site to a subscription form that is on MailChimp’s site. If Mad Mimi had a similar option, that would likely be the best route to use them.
