    Hi.
Only the Business Plan has the possibility to add Google Analytics as an additional plugin. Otherwise we cannot add to the plugins that are already built in to the WordPress.com platform.
You can read more about that here:

Thanks for the quick Response if I got you right, you mean Until I Upgrade to the business plan I cant even mange my own plugins or download other ones?. All I want to do is to download other plugins to add up to the old ones that are already existing. Anytime I search It just returns an empty result. Can this be fixed when I upgrade to the premium version? Or there is something wrong with my account.

No. With the Businessn plan you can add or activate just 1 (one) extra plugin, Google Analytics.

You can’t add plugins on WordPress.com

I have a WordPress site which I upload themes and add plug ins

That site works with WordPress (the software) but is not hosted by WordPress.com

I don’t know what changed this time

    Nothing.
For that type of functionality (add plugins & upload themes), you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
Here’s the difference between self-hosting and having us manage WordPress for you: https://en.support.wordpress.com/com-vs-org/
