I had the exact same problem and, after a LOT of searching, I finally found out that, even though several web searches gave instructions on adding plug ins to WordPress, they do not actually support plugins. Instead they claim to offer all of the plugins you need already installed with a list of optional plug ins available only to those who pay for service. The plug in I wanted isn’t available even if I pay for service and, since I can’t actually use this site for it’s intended purpose, I will probably be deleting it. I hope you have better luck than I did. Here is the list https://vip.wordpress.com/plugins/

No you wont find one in the dashboard. they don’t have that option. You can NOT add a plug in to WordPress. You can activate a plug in from the list I gave you but only if you are a VIP. That is all you can do. I saw many references to a plug in tab on the dashboard during my many hours searching the web for a solution. I believe this may have been available in the past but, if so, it no longer is. Sorry but you just can’t do it. I wish I could have been more help.

Oh, I just saw I was replying to someone other than the individual who first posted so I’ll add that link again. This all I know. https://vip.wordpress.com/plugins/ Maybe someone else can be of more assistance. I just deleted my site.
