I am trying to install a ‘call to action’ button but there is no way to ‘add a plug in’ on my dashboard. Please advise.

Aside from the plugins for Ecommerce blogs with the Business upgrade only, there is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs, we cannot install custom or third party themes, and there is no upgrade you can purchase here that changes that reality.

https://en.support.wordpress.com/themes/Some themes do have “call to action” buttons but there is no feature filter we can use to find out which ones they are.

Your theme is 6 years old and does not have that feature.

Like @timethief said, custom plugins are only available for self-hosted WordPress.org websites… However, WordPress.com sites have many of these features built in, you can see it below:
