how do you install a plug-in in the latest version of wordpress?

Sorry, plugins are not allowed at wordpress.COM for security reasons. Plugins are for self-hosted wordpress sites using the software from wordpress.ORG.

What is it that you wanted the plugin for please? We have many widgets that can be used on free hosted WordPress.com blogs and there are also workarounds we can share for some things.

You must hire a web host. Set up a WordPress.org install and export your content out of your WordPress.com blog and import it into your new WordPress.org install.

You have to register a domain name, hire a web host, install and configure the wordpress.ORG software on that web host and then export your content and import it into the new site.

It comes with additional responsibilities on your end as you have to do all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, you have to figure it out and fix it (like going in through FTP after you install a plugin or a theme that kills your site). In general figure about $10 to $25 per month when all expenses are considered.
WordPress has made it much easier to self-host a site, but there are still a good bit of things that you have to do.
WordPress.com also offers guided transfers where they actually do it all for you as long as you use one of their recommended hosting partners.

Yes but if you think you will make a significant income form either or both you will not. You will make very little over and above your web hosting and associated costs. -

Then be aware that what you make off ads on your site will probably still leave something owing on your hosting/domain registration bill. The vast majority of bloggers don’t even pay their hosting costs.
