  Build a market place web site where other people can sell on my site for a small commision fee. I went on wordpress org but it shows that i am connected to wordpress .com. Can i still add the desired plug in.

  You will not be able to do this on a WordPress.com hosted site. If you want to pursue plugins further take a look at these instructions to transfer to a self hosted WordPress site.
