  Hi
  I cannot install plug ins on my FREE site. Is this a recent restriction?

  It’s not a new restriction, and until a few years ago WordPress.com did not have an option to install them at all. The Business plan now does have that option if you opt for hosting on this managed environment instead of hosting your own instance. Maybe you used WordPress software in the past instead of this host? Here’s a bit about the differences- https://en.support.wordpress.com/com-vs-org/
