  You can’t install third party plugins on the wordpress.com platform unless you upgrade to the Business Plan, https://wordpress.com/pricing/

  You can also let us know more about the plugin(s) you are trying to install and we’re happy to confirm if it can be accomplished with our built in tools, since we have a lot of pre-installed functionality. We’re happy to confirm if the Business Plan is your best fit of if your goals can be accomplished with a lower-cost plan instead.
