  Plugins can be added with the WordPress.com Business plan or higher. WordPress.com sites on the free plan do not support plugins. You can learn more about the Business plan’s features and pricing here:

  We do include many different features on different WordPress.com plans without the need for installing plugins. Can you tell us which plugin you wanted to install on your site? Perhaps the feature you’re looking for is already available with a WordPress.com plan. We can suggest that once we know the plugin you wanted to install. :)
