  Plugins can only be used by VIP hosted bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.

  There is no FTP access to our free hosted WordPress.com blogs and we cannot install plugins.

  If you must have plugins then you have to hire a web host and set up your own WordPress.org install. Read the comparison here please > http://support.wordpress.com/com-vs-org/

  What did you want the plugin for? Maybe we have a widget that will do what your want or a workaround?

  I wanted to upload a Word document so that the whole document would show up, rather than just having a lick to click and then download and then view

  If you want to embed the document itself into a post, then you will have to use a third party application like Scribd or Google Docs.
