Is it possible to upload a plug in from WordPress.org to a WordPress.com blog and if so how would I do it?
The one I’m interested in is Easy Recipe Plus.
Also…….. why does it appear that Easy Recipe Plus is a free download on WordPress.org but it needs to be purchased on WordPress.com.The blog I need help with is: (visible only to logged in users)

Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
Sometimes, even without the installation of a plugin, we can help you gain the function you’d like here at WordPress.com. For instance, we do have a free recipe card shortcode our food bloggers use. You might like it, too:

Hi there,
That shortcode is the only recipe card-specific feature we offer at the moment.
Basically, what you’re doing is creating a recipe between [recipe] [/recipe] brackets. If you want to get a bit fancier, you can use the Attributes we’ve listed. These can all be seen in the example on the page.
If you take a look at the example, you can see exactly how it’ll appear on your site.
If you’re feeling nervous about using code, I recommend copying and pasting that example code directly into a test post on your site. Replace the recipe’s title, servings, etc, with your own. You don’t have to publish the post, but you can save it as a draft and preview it to see how it looks.
The best way to get comfy with it is to try it a few times. If you get stuck, let me know.

I think the light has gone on and I understand it now.
The only question is how to insert a “print” button that will actually work for visitors.
Not sure if I would simply follow the same “idea” of simply adding “print” in between the brackets or if it is a bit more difficult.Thanks

The good news is that a link to print the recipe is displayed by default if you have added one or more of the attributes for servings, time, or difficulty. So, let’s say, within your [recipe] bracket, you include servings=”4″, the print button will automatically appear in your recipe card.

K…….. seems to be working sometimes.
Here’s what’s happening………
I type in [recipe title=It's PIZZA time...... servings=one time=20 mins difficulty=easy]
and this is what the preview shows
Servings: oneTime: 20Difficulty: easy
On other posts I have been messing with the title appears over the name,servings etc……..
What am I doing wrong? -

It seems as if you may have found a solution to your own issue.
Per the instructions (http://en.support.wordpress.com/recipes/), make sure you put quotations marks around the specifications of your recipe.
For instance, you said that you added this:
[recipe title=It's PIZZA time...... servings=one time=20 mins difficulty=easy]In actuality, you want this:
[recipe title="It's PIZZA time......" servings="one" time="20 mins" difficulty="easy"]Hope that makes sense! Let me know if you have other questions :)
