  Im looking to use plug ins and other customization of themes…is this possible if I upgrade to the $99 a year version?

  No it is not. There is not upgrade you can purchase here that will provide you with FTP access and the ability to upload any plugivs or third party themes. There is no upgrade that will provide you with the ability to edit themes or templates either.

  The custom design upgrade can only be used to change appearance, not functionality.

  If you wish to have complete control over a blog, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.
