Plug-ins menu not working

    I just upgraded to a WordPress premium account and I am not able to access the plug-ins menu to install/add a new plug-in. I have looked up how to do this in several places, but my menu does not have the “add” or “add new” option. Also, WordPress asks me to upgrade to the newest version, but when I try it fails. The two may be related.

    Please help me figure out what’s going on.
