Plug ins not showing in my admin tabs

I have a premium account for my wordpress blog but cannot see the plugins tab in admin.
Should this be showing?

Your site is is a wordpress.COM hosted blog. It is not a wordpress.ORG software install so you cannot upload and run any other blogger installed plugins on it.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

http://en.support.wordpress.com/plugins/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, so you can post to the support forums there.
