  You can’t install plugins on the wordpress.com platform unless you upgrade to the Business Plan – https://wordpress.com/pricing/

  As @staartmees mentioned, you can install plugins and custom themes on your WordPress.com site by upgrading to the WordPress.com Business plan or higher.
