Pluggins for a free version?

Hello,
I would like to know if the Pluggin menu is not available for my account.
I have my account, which I create it long time ago, and I cant see the Pluggin area.
Also, I would like to know how can I create a sign up form on Worpress. May be you can send me a couple of links on how to do this.Thanks

FTP access and plugins are only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.
There is no FTP access to our free hosted WordPress.com blogs and we cannot install plugins. There is no upgrade we can purchase that changes that.

I can understand better the differences between WP.com and WP.org
VIP WordPress, is just too expensive now.
I only need a simple website on WordPress, but I do need to install Pluggins. So, I should create a WP.org, but I can afford the hosting, can I find something free, or a trial.? -
For plugins you need a WordPress.ORG install.

You get what you pay for and there are no free web hosts that I would touch with the proverbial 10 foot pole. -
