Pluggins tab

  I have 2 blogs. One has a pluggins tab where I have added a google adsense pluggin for adding adsense ads to my posts.I have made another blog this morning and it has no pluggins tab so that i can activate the google adsense .How do i get that tab or where can i find to add this? How does one blog have this buty another doesn’t?
