I added a plugin in to increase the max size for uploading images. I’ve deactivated the plugin and deleted it. But for some reason I now cannot upload images at all now. It just shows (file upload maximum size:.)

It is not a wordpress.ORG software install so you cannot upload and run blogger installed plugins on it. There is no FTP access and blogger installed plugin capability does not exist on WordPress.COM blogs, and there is no upgrade you can purchase here that changes that reality.
For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
