I’m unable to add my Infolinks Plugin. Every time I click on the plus button to add a new plugin, I come up with a blank screen. However, I’m still able to see my plugins that are already activated. Please help.

It looks like you are working with a self-hosted WordPress.org site instead of the WordPress.com-hosted version that is supported here.
