  On WordPress.com, the most popular, essential plugins are there, automatically. Here you can find a full list of them: support.wordpress.com/plugins

  If you want to install more plugins, like the one you mentioned, you have two options:

  You can submit a Plugin Request on WordPress.com’s ideas forum: forums.wordpress.com/forum/ideas.

  You can switch from WordPress.com to WordPress.org.
