Hi, I would like to insert a new plugin in my WordPress account. I did some research about how I have to do that, but I can’t seem to find a ‘new plugin’ option. Is this something that can only be done with a paid wordpress account, or should it also work for the free account?

You’re reading info about WordPress.org. I’m afraid you can’t install your own plugins on a WordPress.com site whatever plan you have. What are you trying to achieve? Someone may have a workaround. These are the popular plugins already included in WordPress.com:-
