  I did not install plugin, how to install in my website, install button did not active, please help

  Here at WordPress.com, you can install plugins only with a Business plan. Please read the support document for more details.

  We can’t set up your website for you, however we can help you. But in this case, as @ravichahar stated, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

  There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
