  You can’t install third party plugins (or themes) on the wordpress.com platform unless you upgrade to the Business Plan, https://wordpress.com/pricing/.
  What makes you think you need that Google Sitekit?

  Hi @sharifshahnaz789,

  Depending on your needs, you can submit your site to Google Search Console and use Google Analytics without having to upgrade to a Business plan.
