  Hi there – Good question. Installing plugins on WordPress.com hosting requires at least the Business Plan: https://wordpress.com/pricing/

  In some cases we see plugins are not required to accomplish the goal. If you have time to tell us what you are wanting to accomplish, and the plugin you have in mind, we can take a look and see if there’s another way to accomplish without the need of a plugin. No guarantee, but we’re happy to take a look. :)
