If you need plugins then in the wrong place ie. you are barking up the wrong WordPress tree. To install plugins of any kind you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
There is no FTP access and no plugin capability on free hosted WordPress.com blogs.

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Only original content blogs are allowed ate WordPress.com. Read exactly which kind of blogs are not welcomed:

If you can’t write original content and want to splog then be careful about which web host you choose to use and read their Terms of Service every closely.
WordPress.com and WordPress.org are completely separate.
