Plugin Access?

Hi,
I started building a website using the free version of WordPress.com, however I am now considering getting a domain name and hosting. I am wondering, if I get a domain name and hosting from another website (Go Daddy, DreamHost, SiteGround, etc) will I then be able to use plugins on my site? I found the information at https://wordpress.com/support/com-vs-org/ to be conflicting (the chart makes it seem like I will be able to use plugins, but further down it reads as though I can only use plugins through the WordPress.com Business Plan). I am planning on going the self-hosted route but want to have a better idea of what I will and will not be able to do before making a final decision.

Where you get your domain doesn’t really matter. What matters is where your site is hosted, as that will determine what version of WordPress you’re using.
If you host your site with us on WordPress.com, you’ll be using our modified version of the WordPress software, and with our version you’ll need the Business Plan to use plugins.
If you host anywhere else, you’ll have what is commonly referred to as a “self-hosted” WordPress site, that is, a site built using the open source version of WordPress. That is the unmodified version of the software, and you’ll be able to install any plugin you want to that site. But keep in mind that while the software is free, you’ll still need to pay the hosting provider you choose for a hosting plan.
There are many hosting plans that are cheaper than our business plan, but keep in mind our plan includes automatic software updates, enterprise-level spam protection and site security, real-time backups with one-click restore, and 24/7 live chat support for the WordPress software itself. To get those same features on the same level at other hosting providers can easily cost many times more what our Business Plan costs, so just keep that in mind when doing your research and deciding what hosting option will be best for your needs.

what you can do is acquire a domain at any registrar and pointing it to WordPress.com, you already have web hosting at WordPress.com.What you have to do to be able to pointing the domain to WordPress.com is to purchase a plan, it can be Personal, Premium or Business plan.
In this way you manage your domain name from your registrar.
