Plugin 'add' option does not exist

Dear Supporters,
I am trying to add a plug in, namely: ‘shopping cart’, however, my side menu does not have the ‘add’ feature next to plugins. This issue prevents me from adding any plugins at all as the simple add option does not exist. I would be extremely for any help with this issue as I am very keen to add a cart in order to begin selling merchandise, which I presently can not do.
