Plugin Addition

I have a “premium plan” WordPress site. It says that you can not add your own plugins. Why am I unable to add WordPress plugins that are available on the WordPress plugin site? Such as – https://wordpress.org/plugins/contact-form-7-paypal-add-on/
I am trying to create a form with a link to payment similar to this website’s – https://www.eatrightknox.org/join-kdda/membership-form/
It seems like WordPress offers a lot of great plugins but that they are off limits for my site. Why is this?

WordPress.com blogs have built-in plugins only.

Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
